" I refer to what has been said. I state that as a representative in Consiglio degli Studenti e nell'ente per il diritto allo studio, insieme a pochi altri miei colleghi, ho espresso fin da subito perplessità su questa riforma.
Pur considerando il modello molto affascinante, e sicuramente innovativo, individuo alcune criticità. Dato il contesto in cui scrivo, ometterò quelle strettamente legate all'Ateneo di Trento.
A) Pagare il merito.
Il problema di base è la bassa considerazione che alcuni studenti hanno per l'Università. Quella che una volta era considerata una straordinaria opportunità per crescere culturalmente ed "elevare" la propria condizione sociale, è diventata adesso una fisiologica e automatica pursuit of higher studies.

B) The final prize.

Se proprio andava inserito, sarebbe stato piuttosto preferibile un sistema di premi annuali che andavano a ridurre l'importo delle tasse da pagare.
C) Il merito.
Tutti vogliono il merito, nessuno sa che cosa sia il merito. Per valutare economicamente il merito è necessario quantificarlo. Non si parla quindi genericamente di "merito", ma di una serie di indici che vanno a qualificare il percorso dello studente come "meritevole". Poiché si tratta di valutare il percorso di 15mila studenti, gli indici devono essere oggettivi, privi cioè di valutazioni discrezionali (ancorché tecniche) da parte di un'eventuale commissione. Prendendo in esame due studenti provenienti da famiglie di tre persone che si iscrivono alla laurea specialistica, avremo:
ICEF € 30mila: + 2350 (borsa di studio+esonero tasse)
ICEF € 30mila/01: - 1304,62 (importo tasse della prima fascia)
Il sistema crea uno scalone molto ampio tra chi è dentro i parametri ICEF dell'Opera e chi ne è fuori.
Le fasce andavano piuttosto parametrate agli interventi dell'Opera Universitaria, prevedendo un'area senza borsa e senza tasse (esonero totale) e un'area con tasse ridotte (esonero parziale).

ICEF € 30mila: € 2350 + € 30mila/01-32mila
ICEF: ICEF € 0
32mila/01-35mila: -700 € € 35mila/01-40mila
ICEF: € -1500
conclusions.
