Il Consiglio di Facoltà di oggi aveva un tocco femminile che non guastava affatto. In assenza del Preside, presiedeva il Preside Vicario, Prof.sa De Pretis. Se siete in grado di ripetere tre volte questa frase a voce alta, avete le potenzialità per essere dei bravi oratori.

Per i nuovi lettori di questo blog: l'ordine del giorno non cambia dal 2000. Le questioni che riguardano gli studenti sono solitamente inserite nella macroarea "organizzazione didattica".

Il Preside Vicario ha letto una serie di comunicazioni del Preside su argomenti che non riguardano gli studenti.

Laureandi triennali.
Alice Cannone (List One, lista vicina al movimento di Comunione e Liberazione) è intervenuta per chiedere che fosse data la possibilità ai laureandi triennali di laurearsi entro giugno 2009, anzichè marzo 2009, per potersi iscrivere alla specialistica all'a.a. 2008/09.

Da quando non c'è più alcuna obbligatorietà, chi vuole conseguire l'ECDL deve pagare tutti i moduli. Su sollecitazione di uno studente, il rappresentante Diego Ammirabile è intervenuto spiegando che, se la Facoltà vuole puntare sull'informatizzazione dei suoi studenti, deve intervenire a coprire almeno una parte delle spese per l'esame (ad esempio l'attivazione della skill card).
Il Consiglio di Facoltà si è detto favorevole a finanziare questa attività degli studenti, rinviando la determinazione del quantum a quando si saprà quel che è rimasto in cassa.

Stampanti
Sempre Diego è intervenuto, per far sapere al Consiglio di Facoltà del suo incontro con l' Ing. Chiasera , responsabile del Presidio informatico di Facoltà. In quell'occasione Diego aveva chiesto di adeguare quanto prima il sistema di stampanti della Facoltà al modello predisposto dall'Ateneo, già attivo a Ingegneria e Sociologia (500 stampe gratis all'anno a studente, quelle in più a pagamento). L'Ing. Chiasera aveva risposto che l'adeguamento avrebbe necessitato di "settimane o mesi". Il Consiglio di Facoltà si è detto favorevole to act to meet the demand of Diego, in line with the budget.

A) Pagare il merito.
Il problema di base è la bassa considerazione che alcuni studenti hanno per l'Università. Quella che una volta era considerata una straordinaria opportunità per crescere culturalmente ed "elevare" la propria condizione sociale, è diventata adesso una fisiologica e automatica pursuit of higher studies.

Ma come saranno dati questi punti? La discussione di oggi avrebbe dovuto vertere solo su questo.

Premessa: la Facoltà di Giurisprudenza non era stata mai contattata dall'Ateneo. Mai un parere richiesto, mai un chiarimento dato. Come si fa a parlare di un aspetto minimo, marginale the Reformation, when you have been bypassed on the rest?

Da quanto tempo

Buonasalve,

mi scuso per il ritardo. E' da più di un mese che questo blog non viene aggiornato. Solitamente nel periodo di esami gli studenti, e i loro rappresentanti, vanno nel letargo degli esami. Nel mio caso oltre al letargo degli esami, c'è il letargo profondo della tesi...

Continuo a lavorare come rappresentante, anche se a ritmi meno frenetici dei mesi primaverili. Tra le novità più importanti segnalo:

OPERA:
a) finalmente la ditta che gestisce il servizio mensa ha deciso di rispettare il capitolato (il contratto firmato con l'Opera). Adesso gli orari delle mense sono: pranzo 11.45-14.30 e cena 18.45-20.30. Tutti i giorni, anche sabato e domenica!
Inoltre, finalmente, si può fare affidamento sul menu che viene hung in the cafeteria. It 'important that this menu is respected, because it agreed with the Work in order to provide diverse and balanced meals each day.

Ecco l'unico argomento di interesse. Le questioni affrontate sono essenzialmente due:
- la qualifica di studente "fuori sede";
- la Riforma Cerea.

- Quanto alla prima: l' ultima volta su questo punto si era acceso un focoso dibattito al termine del quale si era deliberato per qualificare come studenti "fuori sede" solo coloro che scelgono di alloggiare nelle residenze dell'Opera. A quel dibattito sono seguite riflessioni fuori dal CdA, al termine delle quali si è deciso per mantenere il precedente sistema.
In questa occasione si è pertanto deliberato per ripristinare la vecchia norma (tanto rumore per nulla).

- Sulla Riforma Cerea: si è preso atto che il Consiglio di Amministrazione ha deliberato per il mantenimento del sistema di esonero parziale e totale per gli studenti che si iscrivono ad anni successivi al primo ( Comunicato stampa dell'Ateneo ).
Quello che penso della Riforma Cerea può essere letto in due post precedenti: " Dimissioni dal Consiglio degli Studenti " e " Consiglio degli Studenti del 31 marzo 2008 ".
Già nella lettera di dimissioni avevo fatto presente il problema dello scalone tra chi prende la borsa di studio e chi non ci arriva anche di un solo euro.
Per riassumere: lo studente fuori sede iscritto alla specialistica e beneficiario di borsa prende infatti 2350€ e non paga nulla di tasse; lo studente che invece, anche per un solo euro, non prende la borsa, paga 1290€ (se è bravo saranno rimborsati alla fine dei suoi studi).
A questa riflessione la risposta del Rettore fu "è un problema dell'Opera!". La risposta del CdA dell'Opera invece fu "è un problema dell'Università!".
A mio modo di vedere, competente sulla tassazione è l'Università. Gran parte degli studenti credono che l'esonero delle tasse sia concesso dall'Opera (e con l'Opera se la prenderanno quando scopriranno di non avere la borsa di studio e di dover pagare 1290€), in realtà è una decisione che viene presa dal CdA dell'Ateneo e inserita nel bando dell'Opera.
Se però si va a vedere di chi sarà il problema, hanno torto sia l'Opera sia l'Università: "è un problema degli studenti!".

Nell'ultimo periodo ho avuto modo di informarmi ulteriormente della Riforma Cerea ed è emerso un nuovo bug che oggi ho segnalato in Consiglio di Amministrazione (dove però non si può fare granchè, visto che l'Ateneo non ha mai chiesto un parere all'Opera):
nel suo modello Prof. Cerea never indicates that ICEF is a reference.

Le scriviamo per esprimerLe il nostro profondo disagio nell'analizzare gli ultimi fatti accaduti in Università in merito alla proposta Cerea e al ruolo del Consiglio degli Studenti.

La proposta fu presentata in Consiglio degli Studenti dal prof. Cerea. Il Consiglio degli Studenti avrebbe dovuto dare un parere in merito, ma a causa delle assenze dei componenti di due liste (ListOne e Miau) non è stato possibile formulare un parere collegiale. Il Consiglio di Presidenza ha quindi presentato il suo parere. Oggi osserviamo come la proposta sia sostanzialmente cambiata in alcuni aspetti cruciali nell’assenza almost total absence of criticism from those who should represent the students in the Board of Directors (by a strange coincidence is the same as the President's Committee of the Security Council).

Altra modifica comparsa, e che non condividiamo rispetto alla prima proposta Cerea, riguarda l'abbassamento delle tasse per le fasce di reddito dai 55000 € in su. Anche perché in questa proposta le fasce più alte pagano proporzionalmente meno di quelle più basse. La fascia di 65000 € pagherebbe infatti una tassa di 1860 € (che corrisponde al 2,861% del suo reddito): la fascia di 35000 € pagherebbe 1080 € (il 3,085% del proprio reddito). Della paritetica in generale ho già parlato in altre occasioni (tra le tante, come dimenticare quella del 18 febbraio 2008 ).

Subito dopo la seduta di oggi (13 maggio) ho inviato una mail al Preside, Prof. Toniatti dal titolo " Proposte per il Consiglio di Facoltà del 14 maggio 2008 ".
E' più o meno un riassunto della seduta di oggi, alla quale il Preside non ha preso parte.

Vi riporto la mail:

"Egregio Mr Dean,

I am writing, following the last session of the Joint Committee on Education, to report a number of proposals have emerged ahead of the Faculty Council Wednesday, May 14:

- Prospective Students:

• is questioned the mutilation of the courses in "Economic Analysis of Law" and "Law of Intermediaries and Financial Markets" in the manner set out in the mail sent to me by Thursday, May 8;

Chiedo scusa se questo post esce soltanto adesso. E' stato cominciato subito dopo il CdA dell'Opera Universitaria, ma poi sono stato bloccato dai pressanti impegni di studio e rappresentanza. Esce con più di una settimana di ritardo rispetto al Consiglio del quale parla. Ciò gli da sicuramente il pregio di essere frutto di meditata riflessione e decantazione degli argomenti (poffare).

Il Consiglio di Amministrazione dell'Opera sembrava interminabile. Pochissimi punti all'ordine del giorno, ma due di questi erano giustamente dense.

3. FINANCIAL STATEMENTS 2007

4. BANDO BORSE DI STUDIO E POSTO ALLOGGIO 2008/2009
Altro argomento sul quale si è mooolto discusso. Nel post relativo all'ultimo CdA dell'Opera , avevo spiegato come e perchè si era deciso di procedere all'approvazione del bando this year for "Steps of baby" (as Dr. strategy. Leo Marvin ).
On this occasion, other issues were discussed, including the essential
- the status of a student "off site"
- the mode of allocation of available places;
- students receiving sleeping accommodation.


On the first point the debate was rather turned on. Already the ' last time he had tried to surreptitiously introduce the principle that those not staying in the residences del'Opera University student can not be held off site. Fino all'a.a. 2007/08 e anche dal prossimo anno per gli studenti di anni successivi al primo, sono considerati "fuori sede" gli studenti che prendono alloggio anche da privati (sia residenze collettive come il Faggio, sia abitazioni private).
La regola varrebbe solo per l'a.a. 2008/09 e solo per gli iscritti ai primi anni delle lauree triennali o delle lauree a ciclo unico.

Le ragioni sono essenzialmente due :
a) riuscire a occupare tutti i posti alloggio messi a disposizione dall’Opera , in deciso aumento per l’a.a. 2008/09;
b) togliere dal mercato degli alloggi privati un numero consistente di studenti universitari, e quindi intervenire significativamente sul caro-affitti.

Le ragioni per le quali ho sempre espresso la mia contrarietà a questa scelta sono molteplici:
A) comunque non si risolve il problema di riempire gli alloggi dell’Opera Universitaria;
B) gli alloggi avranno una presenza straordinaria di studenti del primo anno , mentre sarebbe bene far convivere studenti di anni diversi in modo da favorire l'incontro generazionale;
C) si modifica sostanzialmente la politica di erogazione dei servizi da parte dell’Opera , poiché, de facto, part of the academic year 2008/09 is provided in exchange services, namely providing the accommodation (with a grant basis for off-site which then becomes between -50 and € € 2300 for single and € 430 and € 2,780 for a double);
D) will take a student off-site status other than as provided in the Prime Minister's April 9, 2001.

The my proposal has always been to

2) broaden the base of the students receiving the accommodation rate calmed (€ 200 for a single instead of € 250);
3) put students in the best conditions to enter directly in the accommodation Opera if first-year students pass or private dwellings housing Opera if after the first year, through allocations of available places in advance.

(I realize that at this point, those few of you who have continued to read until this point they will be doing some strange ideas about myself. These are "simple" considerations upon which it is often a lavorare all'Opera Universitaria.)

La gran parte del Consiglio di Amministrazione era per la soluzione prospettata all'inizio , cioè considerare fuori sede solo coloro che alloggiano presso le strutture dell'Opera.
Purtroppo non è stato possibile presentare organicamente la mia proposta, perchè il dibattito si è spostato su un altro fronte : allargare il riconoscimento della qualifica di studente fuori sede anche a coloro che sceglieranno di alloggiare in residenze collettive private . Ma quali sono queste residenze? In ordine di grandezza: Il Faggio (residenza collettiva gestita da una cooperativa che fa parte della Compagnia delle Opere/CL e presso la which they reside or have resided almost all student representatives elected by the list "List One", two of the Board of Directors of the Opera), the Pious Union and Providence, the Salesians, the Archbishop.

Il secondo punto affrontato ha riguardato le modalità di assegnazione dei posti alloggio .
Per quest'anno l'Opera Universitaria metterà a disposizione 300 posti per nuove richieste di alloggio, che verranno assegnati entro la fine del mese d’agosto.
In questo modo gli studenti sapranno in anticipo se potranno avere per l'a.a. 2008/09 il posto alloggio.


Il terzo punto riguarda l'allargamento della base degli studenti benificiari di posto alloggio a tariffa agevolata.
E' questa una decisione già presa per l'a.a. 2007/08. Se il parametro ICEF di una famiglia di tre persone per accedere alla borsa di studio è di €30mila, per ottenere il posto alloggio a tariffa calmierata la soglia è €50mila.
In questo modo si interviene con un servizio abitativo a tariffa calmierata su quelle fasce medio-basse che restano escluse dalla borsa di studio .
In Consiglio ho chiesto che si procedesse a informare gli studenti, anche di anni successivi al primo, di questa opportunità.


Sempre sul fronte Bando, resta sospesa la vicenda relativa all'esonero delle tasse . Attendiamo che l'Ateneo si decida sulla c.d. Riforma Cerea .

Come avevo già comunicato su questo blog, è stata aperta una nuova mensa in Via Santa Margherita . Non ho avuto occasione di visitarla in quest'ultimo periodo, spero che l'affluenza degli studenti sia aumentata.
La novità più importante, comunicata nell'ultimo CdA, è che negli anni con ogni probabilità quella mensa sarà enlarged, also using the upper floor, and limited access to students.

6. LINEE GUIDA BANDO BORSE DI STUDIO E POSTO ALLOGGIO 2008/2009
